Vermont EB-5 Regional Center Announces New Hires

MONTPELIER, Vt. — Joan Goldstein, commissioner of the Vermont Department of Economic Development, announced today that Gene Fullam has joined the department as director of the Vermont EB-5 Regional Center.

Before moving to Vermont from New York City nearly two years ago, Fullam worked for several notable investment banking houses, both domestic and international, including Salomon Brothers (Citigroup), Hongkong Shanghai Bank, Lehman Brothers and Standard & Poor’s Corp. In these roles, Fullam gained extensive corporate finance experience through providing advisory assistance to institutional issuers and investors for mergers and acquisitions, initial public offerings and private placements, recapitalizations and strategic development as a bond analyst, strategist and investment banker. More recently, Fullam has served as a consultant for both non-profit and for-profit organizations.

Patricia Moulton, secretary of the Agency for Commerce and Community Development (ACCD), said she welcomed Fullam’s breadth of experience and noted Fullam’s hiring parallels the extraordinary growth, complexity, and competition of EB-5 projects within the Vermont Regional Center and across the country.

“We have seen a dramatic increase in competition among regional centers across the country. Gene Fullam’s expertise and experience will help keep the Vermont Regional Center at the forefront of this competitive field,” she said.

Fullam joins an outstanding team that includes another recent hire: Krista Conley, who serves as the director of International Trade. Together with Commissioner Goldstein, this dynamic leadership will anchor the Vermont Regional Center as it administers best-in-class business practices.

The Vermont Department of Financial Regulation (DFR) has also hired two additional staff members to assist with oversight and compliance of projects affiliated with the Regional Center.

Susan L. Donegan, commissioner of DFR, says dedicating such resources demonstrates the state’s commitment to providing robust regulation and oversight for the protection of all investors.

“This reaffirms Vermont’s dedication to first-rate regulation and exceptional oversight in all aspects of financial services,” she said.

Vermont is one of only two states to operate its own EB-5 regional center. The Vermont Regional Center is jointly operated and overseen by ACCD and DFR.
